With regard to using the schome as a means of
pressure to secure freer passage for shipping to Canton,
I consider this to be undesirable and am of the opinion
that Chinese authorities will not be averse to modifying
measures taken on river if convinced that they are not
indispensable on military grounds. Please keep me
informed by telegraph of procross of road connection.
